Optional supporter dispatches

Receive field communications.

Register interest in occasional general project dispatches. A separate, optional choice records your interest in local operation notices when those become available. This release sends sign-up confirmations but not bulk dispatches yet. You never need to register to browse, accept, or report a mission.
